Blanche Parks was originally appointed to the Washburn Board by Mayor Butch Felker in 1993 and has served continuously, most recently reappointed by Mayor Bunten in 2012. She is the Regents appointee from the 19th state senatorial district.
Parks, retired from the State of Kansas, was recognized for development and implementation of the Kansas Learning Quest 529 College Savings Program, which was ranked in the top five college savings programs in the nation by CNN/Money Magazine. She has served on the YWCA USA National Board of Directors, and recently as president of Downtown Topeka Rotary, and has participated in Leadership Kansas and Leadership Topeka. Parks holds a bachelor's degree and a master's degree in education from Washburn University, and is a Certified Public Manager. She currently serves on the Washburn University Foundation Board of Trustees.
She has served two one-year terms as chairperson to the Board, in addition to five one-year terms as vice chairperson.
Her term as a Regent is to expire June 30, 2020.
